The Lancaster County Solid Waste Management Authority (LCSWMA) is a corporate and political body organized under the Municipal Authorities Act of 1945 of the Commonwealth of Pennsylvania. Located in Lancaster County, Pennsylvania, LCSWMA operates a Transfer Station, Waste-to-Energy (WTE) Facility, Household Hazardous Waste (HHW) Facility and a landfill.

On February 29. 2008 the LCSWMA Board voted to purchase 821 Farmingdale Road for the sum of $416,500. A Pennsylvania Realty Transfer Tax Statement of Value filed by LCSWMA stated that the fair market value of the property was $278,768. We don't know why LCSWMA saw fit to spend $137,732 more than the fair market value.

At the time of the vote, Mr. Warner said that perhaps the property would be used as an environmental center for Lancaster County.

In July 2013 it was reported that LCSWMA moved to hire an architect, intending to spend up to $500,000 to renovate the 821 Farmingdale Road property, which was built in 1823. The property included a stone bank barn dating to 1750. The barn was eventually raised and replaced with a new structure.

In May 2014, after investing perhaps as much as $900,000 in the purchase and remodeling of the property, the LCSWMA Board of Directors voted to lease it to Executive Director Jim Warner and his wife for only $2,000 per month.

The $2,000 rent that Mr. Warner pays is closer to a typical rent for an apartment, in our opinion.

If Lancaster County Solid Waste Management Authority were a private corporation, we would have no objection to how it would spend its money. But LCSWMA IS A PUBLIC AUTHORITY! Poor stewardship of its resources affects every rate-payer in Lancaster County and beyond.


Why Trucks Are A Problem on River Road

Facing south on River Road, the southbound truck has veered into the oncoming lane, almost striking the northbound truck. The driver of the northbound truck said that if he hadn't stopped he would have been killed.

These trucks are not LCSWMA trucks, or even trash trucks. But add the increased truck traffic because of the landfill expansion and you have the potential for serious accidents.
